Comfey is rare (5%) and only appears in the Lush Jungle, an area people almost never revisit. Doesn't matter what ball, netted me a couple UBs. Vulpix is very popular, slap a love ball on that little shit and watch the profits roll, although Pikachu is better.
As for why Pikachu is better? I can't really say why definitively, but I can copy my post from the GTS thread.
