Even textures appear to be only upscaled. There's been tons of proofreading in the past, there are unused walking and running animations for every single Pokemon. It's the reason why 3DS games run like shit, these models were too much for the 2011 handheld to handle.
There is no real excuse we know about why we won't be able to use all Pokemon. Unless they're hiding some massive gimmick from us (doubtful), it seems like they just want to save money on testing shit and doing minimal adjustments to textures.

Not to mention Nintendo listens to the outrage, just take the Super Mario Maker 2 example, where they cracked and announced they'll patch multiplayer with friends in. Meanwhile, Pokemon is holy. Pokemon has people defending it like a god damn religion.
