Marill originally was going to be another little pink critter similar to Clefairy and Jigglypuff who tend to share inspirational aspects of fairies(literal fairy monster and moon rabbit). It even shared the same menu sprite as those two in GSC and is in the Fairy egg group as well. But they decided to redo the design and made it an aquatic mouse that appears circular in shape similar to Jigglypuff. Its concept seems like its been recycled from Jigglypuff's as they're both spherical creatures that evolve into moon rabbits. Azumarill was probably another take of the moon rabbit idea, but scraps the balloon motif the previous design had to appear unqie.
