You're better off using something like level 30+ Feraligatr, Typhlosion, Meganium, Blastoise, Charizard, Venusaur (likely specialists you'd have to certain areas), over low level Pichu and Pikachu.
The skill trigger boost for electric types isn't that significant outside of Ampharos and Dedenne, and there's a lack of ingredient diversity from electric types.
Electric types aren't getting a boost to helping speed.
Once you actually have Raikou? Go full electric.
