Yes, they build new machines because that's what they fucking do, it's like a comic villain's superpower, and blasting off means defeat. That doesn't mean anything. It's how they're defeated that matters.
In ep 8 we were shown Ash's skills when he battled them with a blinded Pikachu. In ep 17 their giant ninja meowth caused Froakie to learn double team. In ep 34 they prompted Lucario to finally control itself.
Conversely, in ep 18 they were just a cameo that got blasted off right away, a comical footnote in the princess plot. In 19 they were overshadowed by Malamar, establishing a greater threat on the horizon. In ep 36 they allowed fletchling to prove itself worthy to fight Nami, the main plot point.
You're just proving your ignorance and stupidity by completely ignoring the context. TR is not there for their own sake, they serve a purpose. Patterns do not indicate a lack of variety.
