It's a local mascot of some prefecture. Imagine if every state in the US or province in the EU had their own cutesy mascot that shows up at local events and such.

Another example would be Miya-Chan, designed by Atsuko Nishida of Pikachu, Charizard, and Eeveelution fame.

I don't really know, I only saw that she worked designing characters for that game and that little guy looks a lot like other pokemon so i thought Atsuko Nishida probably designed that one.
