>>47447619Digimon is dogshit. Why would anyone want Pokemon to be closer to how they do things? The Dex is a core feature of the franchise and with the tagline, "Gotta catch 'em all!" it only makes sense for all of the mons to be in the mainline games.
That being said, I'd be fine if there wasn't always a full dex so long as Pokemon Go eventually reaches full dex and it stays online for the foreseeable future.
