Modders did it within days of the game leaking online. It wasn't GOOD, mind you, but surely an experienced team working with an in-house engine could just as easily do better.
GF made the long-term investment of creating high poly models for gen VI and simply expanding on them. In all likelihood from here on, they will keep using these same models over and over as they (theoretically) rotate the roster. They won't even have to update the textures going forward because simplistic, cartoony textures scale up well from 1080p to 4k and 8k with minimal smoothing that can all be done in-engine.
We are reaching the point where implementing the full roster gets EASIER with each successive generation, not harder. Even if they wanted to make them look better they could introduce incremental changes over time instead of doing it all at once. GF put in a lot of work 10 years ago just to position themselves where they could get it all done easily, and they decided not to do even that.
