Looking at things like the HUGE number of old Pokemon available, and Gym Leaders' and Elite Four's teams, it seems like Gamefreak expects players to go through the game with a team of half old Pokemon, and half new.
Only having 70 new Pokemon would encourage that. And it would also put emphasis on the Mega Evolutions since only old Pokemon have those. I think that was their idea, and that they wanted to change the formula from having at least 100 new Pokemon every generation. Whether most of us think that will be a bad change or not, I guess we'll have to see in a week. I think my opinion will hinge on how many Megas we end up with.
