To change this fixed location you have to physically travel with the Abra to the new place and set it. Something to do with their natural instinct to teleport to safety or something. Oh, and it can't be indoors.
Anyway, pretty much anyone can do it, it's not prohibitely expensive, and it seems to work fine. His world isn't broken by it.
