This is a picture of the shiny charm in BW2 and XY in Japanese. Notice the flavor text is exactly the same. Text translates as "It is said that when you carry this strange and glittering charm, it becomes easier to encounter shiny Pokemon."
So...the localization seems it spiced up the text, and Serebii is jumping to wild conclusions. Can read the whole thread here:
