Thematically it makes the most sense for it to be something that gives people what they want, or at the very least what they think they want. Unchecked desire in the story is shown to be something that can lead to greed (the emperor, and the lousy three) and delusion (the professor), so Terapagos giving people at least a crude facsimile of their desires would track. We already know the legendary paradoxes don’t match up 1:1 with the imagined sketch, nor the donphan paradoxes with Heath’s photo.
