Legendaries and megas have been overpowering and centralizing OU since gen 6 with their highly optimized stats, movepools and abilities. Both in gen 7 and gen 6, most bans were legendaries and megas.
You could be pragmatic and just cut them all out. Most of them don't offer anything unique to the game besides needless powercreep.
