Other aspects of the franchise allow it but pokéani in particular is more focused in children as it was basically the entry point to Pokémon. And I said in previous comments, previous Pokégirls got away with some fanservice because the industry in general cared less. Late 90s and the 00s were another era and on top of that entering the 2010s TPC probably chickened out as they went global. They let it a bit loose much later with things like that Serena's fox costume -perhaps in line with XY's more "shonen" approach- but not for longer than a couple of episodes.
