Having a game's development disclosed to the public doesn't that's when they started working on it.
"Rushed" is a bit presumptuous at best. It's possible they worked on a game that was too much for 3DS to handle or that they received kits for Wii U to do mock development (kinda like how AlphaDream's Nintendo DS development kit was more or less SNES controller with two modified GBAs glued together.)
Non-disclosure agreements are common, so of course they're not going to say anything about a new HD Pokemon project unless they're able to. For all this Rue knows, shit could have started simultaneously with Sun/Moon's development and whatever they scrapped from Sun/Moon ended up in Gen 8. Only TPC as a collective knows for certain.
