We've had situations where they patch up the learnsets of starters in remakes just to help make the gameplay experience easier. Charmander picked up Metal Claw in FRLG for example. Right now, even in SV, the only damaging moves Chikorita learns before level 20 are Tackle and Razor Leaf. Giving it another damaging move makes sense and Disarming Voice is a decent one for damage, coverage, and flavor. They also didn't change up the movesets for the PLA starters at all (they actually cut moves), so there's no precedent for them to learn new moves that reflect the regional forms of their final stage.
