Bully a vulnerable boy for bringing hurt Pokemon into the Center. Make him feel uncomfortable for letting his Pokemon be hurt, or hurting Pokemon to capture them.
Step Two:
Once he's softened up, offer him Heal Balls. Non-verbally promise to stop bullying him if he actually uses them, and starts taking care of his Pokemon. Secretly fill the Ball with perfume and heart-shaped confetti.
Step Three:
Wait until he inevitably returns to the Center, crying after being bullied by other trainers for using "garbage balls for girls", and caring more about his Pokemon avoiding damage than winning battles. Console him and make him dependent on your appreciation.
Step Four:
Offer him to run errands in the Pokemon Center. Imply that he's more useful as someone that serves other trainers, rather than being one. Put him into his new Pokemon Center Lady outfit. You now have complete control over his mental state.
Step Five:
Maintain his growth and deepen his submissive state. Trick him into feminizing himself and blocking his male development. Brainwash her into prioritizing Pokemon health over anything else. Watch her whisper "Shall we heal your Pokémon?" through her sleep. Create the next Nurse Joy to join the ranks.
