The elite four's teams are a symptom of a larger problem that people never talk about when discussing Hoenn, the regional dex is really small. Out 386 Pokemon, only 200 are in the game, and that's counting legendaries too.
Not to mention the dex is padded out with shitmon after shitmon.
The pickings for strong late game trainers are really low, to the point where every major trainer needs shitmons and NFEs just to fill out a team of five.
