If you remember in early XY Serena's crush was a lot more subtle. It existed but the writers didn't draw too much attention to it aside from the ocassional blush. If it stayed like it was in early XY it would have been a fine running gag.
But the writers started going overboard making huge shipping eps and promotions for it out of nowhere. Doing this was a mistake unless they had plans to follow through with it. Same reason the league loss had such backlash.
