in regards to the ability splitting issue, i would like to mention that symmetrical ability splitting isn't as big of a deal. both gilla and bazilisk start with just hustle and both evolve to have one of two abilities. the trick is that they are both new abilities though instead of the old ability and one new ability. an unavoidable change isn't a big deal it's the a-symmetrical branching which is going to be annoying.
for balance reasons it seems possibly sensible to give some of our pokemon drizzle and drought, considering we have sandstream and snow warning, but none of them really seem right. hurricanine seems like the most logical drizzle candidate. solcari seems like the best pokemon to have drought. i'm interested in seeing what people think and will happily explain any of the ideas i have.
