Lemme just start by saying both shellder and cloyster are great designs. But, I've tried using cloyster in gens 3 and 4 and its incredibly underwhelming. Base 70 speed is just a little too slow and gets outsped by most good mons you'll face even in game. It also has incredibly piss poor special defense and bad HP, meaning even resisted special hits chunk this thing. So if you're playing gens 2-4 cloyster kind of sucks. You can make it work though if you acknowledge its shortcomings.
In gen 1 its a lot better because it has 90% accuracy blizzards and its special stat is 85 meaning its much less specially frail. And for obvious reasons from gen 5 to present its incredible.
