This is the roster of available gen 2 pokemon during an average playthrough of silver pre-postgame. I've excluded pokemon found in kanto, trade evolutions and pokemon exclusive to gold version. Pokemon that are whited out are a more subjective list of "easily missed pokemon". These include headbutt pokemon, pokemon that aren't used by any trainers pre-postgame to my knowledge, pokemon that are in obscure locations, as is the case for Natu, and pokemon with a %1 encounter rate. Lugia is included in this as finding him is entirely optional in the original silver, so he is easily skipped without the player noticing. I'm sure I've made some mistakes, and errors in judgement in regards to the "easily missed" list, but I just wanted to visually illustrate the scarcity of gen 2 pokemon in Johto.
