There are other ways you can sort of control your opponents actions on your turn with things like:
>Forcing discard >Forcing opponent to shuffle hand>Nonevo pokes can't attack >Evo pokes can't attack>Ability lock>Item lock >Special energy lockThe ability to create decks around these concepts are more prevalent in expanded because of limiting factor is the rotations of standard. Most people don't find them fun to play against these mechanics to in each rotation they don't really build themes around them as they do in magic where all blue cards have a flavor of control. They try to keep it at a minimum. That being said in other formats where you have guys like pic related who is infuriating incarnate.
Also note, at least to my knowledge, there are no forms of counter spells nor responding to other players actions on their turn.
