Based mostly around biker gangs with a bit of Mad Max thrown in. Mostly terrorize the rural interior of an Australian-themed region. Grunts are obsessed with making money, and bulgarize, smuggle illicit goods, and run protection brackets.
The higher ups are actually ex-scientists who use the money generated from these activities to fund their efforts to find the region's Dreamtime-themed legendary, who shifts reality to an alternative timeline if the present timeline is faced with an insurmountable existential threat. The higher-ups believe their ultimate goal is to find and control the legendary to become rulers of the world.
However, the leader and the dragon of the team have ulterior goals. The leader merely wants to use the legendary to shift to a timeline where their son is still alive (he would have gotten injured and died on his Pokemon journey; a gameplay element would have been surviving a vast wild area with simple survival mechanics). The dragon is a social Darwinist who wants a world where only the strong will survive. He actually gets his mitts on the legendary first and uses it to rapidly shift between various timelines in which horrific natural disasters occur. However, time itself eventually begins to degrade, resulting in imagery like pic above.
