Prior to Whitney, you've got the same slew of Kanto-shitmons (ratata, weedle, caterpie, spearow, pidgey, geodude, onix) that appeared in Kanto, with only a couple of notable exceptions (gastly, poliwag, bellsprout). There are also hoppip, sentret, hoothoot, and ledyba or spinarak, but they're so bad as to be almost unusable. In G/S you can also get mareep (ugly shitmon) and jigglypuff (meme shitmon), but Crystal players can't get them, and instead get phanpy instead, which is a good trade since it and donphan are good Pokemon that can naturally learn EQ. If you go to Dark Cave you have a 1% chance of encountering dunsparce, which pretty much excludes it from any normal playthrough, and teddiursa in Crystal with a 5% encounter rate.
If you use headbutt, you can also get Aipom (unusable) and Heracross, but the latter is only good starting with Gen 3 and thus unviable for both in game and comp in Gen 2, since it gets its only STAB attacks at level 44 and 54 and is stuck with low power Normal attacks for all of Johto.
