just compare official gamefreak pokemon to fan made pokemon. if you even just look at other ghost/steel fakemon you will see lots of very innovative designs but gamefreak often faults on the side of understatement which catches people off guard every time.
nobody would have guessed that a ghost/steel pokemon would have been a sword with a ribbon hand. people get too invested in the hype and then are shocked when gamfreak gives them something so subdued instead of something extreme.
