But they're not going to do anything until they've gathered enough data on you and other cheaters.
Then one day, your alt-account is not going to work. Your level 20+ main account will not work. You'll try logging into them on your tablet, phone, and comp. Nothing.
You're left with two options to get around a ban. 1, stop playing Pokemon Go. 2. Buy a new Google or Apple phone with a new number. Since everyone prefers Google phones, it's safe to say that forcing you to buy a new phone for 200-600 dollars is more profitable than your Pokemon Go microtransactions.
