The only way that could be the Pokemon League is if you subscribe to what that one '''leak''' said regarding the huge open area with the water in the middle not being accessable until after you've beat all 8 stadiums which is a possibility technically (due to that entire section of land being completely isolated and non accessable besides via a train and out of the industrial city, but both of which could easily be blocked off for one reason or another at the start of the game rendering that huge area and path i've marked fof completely inaccessable for the time being) but I still have my doubts.While it makes sense, it would be still too weird to just deliberately skip 1/4 of the map during the game so that area could be postgame. Certainly possible, but still weird.
About the victory road, I believe it could be that huge looking cave behind the dragon castle since the path towards it looks more Pokemon League-y than just another stadium as far size goes.

Order may change a bit, but I'm still puzzled they would allow you to do the final gym before(?) the pokemon league building, since the place is pretty much asking to have a final showdown at the peak
