I imagined it flying up high as if flying towards the sun. Then with its back towards the sun, it charges up a beam. From the perspective of the enemy, Charizard Y looks blinding because they're facing the sun (both literally and figuratively) and when the beam fires, it'll look as if the sun itself decided to nuke them. Obviously, it's just Charizard firing the beam but it's all about what it looks like from the perspective of the enemy. Judgement from on high.
