The more important the fight, the more impact each blow should deal. Physically or otherwise. Whether it's a gym badge on the line, a random encounter, or the fate of the region hanging in the balance, the weight of the fight should fit the weight of the scene.
I haven't had much experience other than writing duels, but I plan to try my hand a double battle format here soon.
