The shininess wonkiness of Unown does not end in gen 2. Generation 3 brings us Unown on tanoby ruins, in Fire Red and Leaf Green. They do not follow the standard rate of Pokémon, and certain formes are more common than others when it comes to shininess, due to the PID of each pokémon programmed into the game.
Unown "!", in particular (a 1% encounter in an out of itself).
Unown A, B, C and D have a 1/5x120 shiny rate at minimum, for example. Meanwhile Unown ! (A 1% ENCOUNTER, MIND YOU) has a rate of approximately 1/9216 with certain values. And Unowns I, J, K, L, U, V, W, X can have a rate as low as 1/18,432
