Wigglytuff is described in the Pokedex entries as having fur, so this would logically apply to Jigglypuff too.

Or should I take one of those attacks out for Hyper Voice? Hyper voice has 100% accuracy and would hit stronger neutrally because of STAB, but I don't of don't want to give up the coverage of electric/ice/fire. Counter is just too good not to have on a Wigglytuff and could hopefully get me some surprise kills on whatever Wigglytuff can't hit supereffectively.

I like it, not sure about the ability either. Rain dish is great for it but thematically I agree it doesn't suit.

Maybe not fit your shiinotic but I'd love to see an ability that benefitted a Pokémon regardless of the weather type. Something like Cloud Chaser: gain +1 to X stat when the weather changes.

Wigglytuff has an amazing movepool, it's able to learn all of the main elemental moves, all of which get boosted by Sheer force and with its boosted Sp. Atk stat it can now dish out a lot of damage against pretty much every pokemon type out there, the boosted special defense means that it can take special hits a lot better than before and be able to counter attack, however its low speed stat and poor defensive bulk means it can be taken out rather easily by super effective physical moves.

Not my favorite, but I feel this is one of the only non-bird pokemon that deserves Boomburst whilst being thematically appropriate. Maybe Nasty Plot too if it doesn't already have that. Competitive + Specs + STAB + Boomburst is already a nice enough niche.
