At first I thought Wolke is too much a wide-eyed idealist to be a villain, but it's all a matter of perspective. Being young and naive, she would be very susceptible to falling on the wrong side of her ideals. It's actually something I wanna explore in her story. Just because you think you're doing the right thing doesn't mean it's good.
Alternatively, if Wolke had never met Shuppet she would have likely grown into a detached and spiteful person. I imagine this version of Wolke would have an Alolan Ninetales as her ace. I can easily see her joining the Aether Foundation in that timeline. While original Wolke wants to make people smile and support those in grieving, this other Wolke would think that emotions are the root of all problems and she would strive for a world where nobody had feelings.
