That really depends on the difficulty of the game and the role you want your Delcatty to fill.
I am not familiar with Modern Emerald, but judging by its short description, I am going to assume Delcatty has her Gen 7 moveset/stats
If the game you are playing is around the same difficulty as a normal game, I would recommend using Wake Up Slap and Feint Attack.
Wake Up Slap is a 70-base power Fighting move that has synergy with Sing by letting Delcatty use a 140-bp Fighting on foes who are asleep. Feint Attack allows her to hit Ghost-types with super effective damage. It is not a great Dark-type move, but it is one she learns naturally through level-up. You could consider Sucker Punch if a move tutor can teach her that in the game you are playing.
Combine those with the best Normal-type physical move you can get a hold of. The best choice is Return, but Body Slam and Facade are also good substitutes. At later levels, Skitty learns Covet and Double Edge. Covet is okay if you cannot get a TM/Move Tutor for Return/Facade/Body Slam. Double Edge is great, but it does recoil damage and I personally do not like dealing with Recoil damage in a campaign. For early levels, use Tackle, do not replace it with Double Slap unless you are using Gen 3 Tackle. Double Slap usually does low damage, has 85% accuracy, and low PP, it is just bad.
For your fourth move, I like to use Sing but Sing is realistically only going to be used as an opener due to its low accuracy (X items can fix that). Work Up and Double Team are moves I have also used for this type of moveset. I usually have Attract and Tail Whip early game but dump them for other moves later on. Skitty can come with Fake Out in certain games, which you could find useful but I almost never use it.
