Yajima said that ash and serena will be a couple in the future which was not his decision to make, it requires permission from the executives( who are infamous for ash never winning a league). If they let him say things like "they will be a couple" then it implies that they are onboard with the idea. Therefore it's not Yajima saying that, it's the entire staff involved in the production of the anime.
