We've only had one Legends game before this one. There's plenty of room for them to shake things up and do stuff differently.
You can't really establish a pattern off a single instance. Now, if they DO follow PLA 1:1 like you sugggest, and they announce a 3rd Legends game in five years, then yeah I'd say you have a point.
Keep an open mind. All that you said could be the case, and I'd say its safe to expect that, but don't entirely rule out them doing things differently.
Honestly I feel Megas returning alone suggests that held items will return in some capacity. Unless they end up becoming permanent change forms like Origin Dialga and Palkia.
In which case, whew lad we're in for a fun time.
