I think I've figured out the problem with the level curve due to this: trainers on each route/area use some kind of equation for their team levels, where each area in the game has a "set level" assigned to it and the teams are centred around that level. E.g. say a hypothetical route in the game has a set level of 45, each trainers' teams will be centred around that level. So a trainer with one Ampharos will have it at level 45, and a trainer with a Donphan and a Dodrio will be, maybe 43 and 43 etc. I'm still trying to figure out the formula for this, if it even exists, but it would explain Johto's strange balancing.
