At the same time it was made so that it just fails if used by anything other than Darkrai, so while Smeargle can still learn it, it can no longer use it in battle.
This almost feels like a situation of two different developers each applying their own "fix" to it, so it was "fixed" twice. That's just my speculation.
The other anon suggested they could have just made dark void single target instead, and I don't see how this is any less valid than what GF did.
