The few who still played pokemon in secret didn't care about the dex cut, they where just happy to have a new pokemon game to play. The Swsh dex cut was only a big deal because carrying all your pokemon over from a previous generations had become the norm. That kind of mindset or expectation wasn't around for gen 3.
