You need an 80% vote to turn it to democracy but only a 50% vote to turn it back to anarchy.

Apparently it's a special hack of Crystal, too, that adds shit and makes it possible to catch all 251 Pokémon (and allows you to retry one-time captures so TPP doesn't make the run impossible). They did one for the first anniversary with Red, too, I didn't watch it but looking at it it has some cool stuff, bonus bosses and stuff.
