Codemonkey here; What you're describing is entirely possible (and even kind of easy) to make, but we'd need a good precompiled database of all of the Pokémon and their movepools in a computer-readable format like XML.
Bumping for interest. I like this idea, and if there's one thing I like about /vp/ (or 4chan in general) it's that one post can often bring a big idea into fruition.
