Have the gym set in a carnival that's supposed to be abandoned long ago, and even seems completely deserted from the outside. But as soon as you step in, everything's running, all the lights are up and the rides are being ridden and there's people everywhere enjoying themselves as if nothing were amiss.
Once you beat the gym leader, you can see that you are, in fact, standing in the middle of a run-down carnival that no living soul has attended for quite some time. Those people you saw were those who died at the carnival many years ago.
Later in the game you can catch Blacephalon there.
