Played into the mysticism and divine power of dragons and the contrast between draconic rage and mental fortitude, peace, etc. Leader is known as the 'Dragon Sage,' and his gym is on top of a peak sacred to the dragons (and their tamers) of the region. (Think Divine Roost from Xenoblade X)
The challenge would be to climb the mountain through a series of tunnels and cliffs, fighting off both wild dragons who spam moves like Outrage and Dragon Rage as well as tamers whose dragons use more accurate and non-locking moves like Claw and Pulse. Tamers would be on the cliffs while the wilds attack solely in the tunnels. You can't catch them since they're so pissed, but when the challenge is over you can catch more reasonable dragons who don't have Outrage learned. The main dragons seen would be the ones that live on mountains or caves, and are traditionally seen as the poster childs of angry dragons(Gible line, Deino line, Druddigon), while the tamers have both those types and more calmer dragons like the Noibat, Axew, and the Dratini lines. At the top is the Dragon Sage who lectures you on the nature of dragons and how they're seen as the wrath of the planet itself, tied inherently to its energy, and any would-be dragon tamer must learn to control and listen to their emotions before they can possibly speak to dragons, then battles you. If you beat him he teaches Draco Meteor to a Dragon-type with high friendship.
I LOVE dragon-types btw
