Pokemon isn't even a good game, so who cares about the "story" of the DLC? This is the least impactful DLC to competitive play, which, to reiterate, is the only good part of the franchise remaining.

Ghost is pretty mediocre offensively. Shadow Ball is 80 bp and Shadow Claw is 70. Those are the strongest available attacks for the type, specially and physically. Plus, Ghost hits only Ghost and Psychic for SE damage, which is the same as Dark.

The only reason people think Ghost is super strong right now is because 1. Normal was nerfed into the ground for no reason, 2. Most Normal and Dark types are gone due to dexcut, and 3. There are a lot of individually strong Ghost types right now that are incredibly hard to switch into because Normal type effectively doesn't exist competitively anymore and slotting in Tera Fairy/Fighting/Bug on a Ghost type for perfect coverage on the remaining Dark types is an easy ask.

Game Freak can't legally do much to Smogon. Smogon is an information repository like Wikipedia. You can't strike them down for hosting information.

As far as Pokemon Showdown goes, all Game Freak could legally do is get Smogon to stop using their assets and names. Smogon could still run the battle simulator, but every Pokemon would have to be renamed. A good example is how Game Freak contacted Paheal about hosting Pokemon porn and said to not use their name, so Paheal changed Pokemon into Porkyman and went about their day. Smogon would have to stop using the models and sprites and music from actual Pokemon games, but they could just make placeholders and then have someone (who is TOTALLY not affiliated) create a script to change them back to normal.

It's always been one of the strongest types in the game only held back by sub-par Pokemon (much like Gen 6 Fairy). Removing Steel's resistance to Ghost and Pursuit was a mistake.

Also, Gen 6, 7, and 8 had absurd Ghost types, too. Blacephalon, Aegislash, Dragapult, Spectrier, Marshadow, Mimikyu, and Mega Gengar were all busted.
