I actually prefer this interpretation of Wobbufett to how it's been since the moment it appeared in the anime. The main body is a distracting punching bag & nothing more, while the tail is where the true sentience is. Much better than having the body being a stupid, talking, saluting actual creature while the tail has no relevance
