In regards to Gardevoir, as their ability is centered around emotions, it logically follows that they don't spread themselves out too much. However it still begs the question of how that arose in the first place. I suppose they just evolved to fit into a niche. The question is, what role did they play in the environment in the prehistoric age?
What you describe about their possible reproduction would give them a collective memory and thus culture of a sort. I wonder if wild Raltz that encounter humans are orphans.
