Mega Evolution is a once per battle power-up, just like Z-Moves and Mega Evolution and is considered equivalent by the PWC rules.

The rules allow one use of either Dynamax, Mega Evolution, or a Z-Move.

Mega Evolution and Z-Moves are usable anywhere, but Dynamax can only be used in Galar, so the finals have to happen in Galar so that all three gimmicks are available.

Everyone is going to be using gimmicks except maybe Iris unless they give her Lapras, but that's balanced out by the fact that the tournament rules only allow one gimmick per battle. Unless that rule changes in the Masters 8, using Dynamax means you can't use Mega Evolution or a Z-Move.
