All (or most) elements, including size, proportion, body type and markings should rope into the concept and not be there randomly. At least in order for it to look somewhat pokemon.
The reason "grass tassie devil" is not enough is because it leaves too much to the imagination and could wind up looking disastrous. A good base concept needs to be well thought out BEFORE just drawing something. This is how the designers do it; it gives you enough stretching room to be imaginative while still allowing for a smart design.
