With Megas they considered just making new Evolutions like Sinnoh (and even made Sycamore a student of Professor Rowan incidentally). They instead made them temporary power-ups, and then battle gimmicks for each new region came after. I think that is one reason why there is no Mega Greninja, Delphox, etc.
