Apparently, it was less of a shock to the Japanese fans who had some people vaguely aware of what their hair actually looked like when BW were new due to concept art that was showcased at a no-photos event that only took place for a couple of days (pic seems to be a version of it without hatless submas). The plushies also confirm that they have buzzcuts. I saw some newer fans get surprised by their lack of eyebrows but that's actually old info that was even shown in Corocoro when they were teasing the Subway Boss-focused episodes with screenshots. First images I saw of the PLA concepts for Warden Ingo were weirdly warped because of the angles and it made him look even balder than he actually is, so seeing proper scans definitely makes him look less weird lol. They're already strange-looking men with strange designs so it was easy to adjust for a lot of fans (like me). Not to mention Ingo is meant to be aged in PLA which is actually quite depressing. Some people seemed to argue that the concept art is slightly different from what they actually went with and even though Ingo looks old he's not AS old in PLA as he seems to be in the concepts, which seems to be either wishful thinking or a good point considering how it feels like he talks as though he hasn't been in Hisui for an especially long time, but that's a whole other can of worms. Overall it doesn't stop anybody from drawing them with hair or with their buzzcuts to suit their preferences/style since hair does change and grow so it isn't farfetched to have different interpretations. The fact it seemingly scared off the weaker willed/younger fans is absolutely hilarious.
